I stayed in Sugbutel and Sampaguita Suites Plaza Rizal when I was in Cebu last September. Sugbutel is pretty good considering the price. It’s clean and well maintained, and the staff are very accommodating.

The good thing about Sampaguita Suites is the location. From here it’s just a short walk to Magellan’s Cross, Sto. Nino Basilica, Fort San Pedro and the public market. There’s also a good sutukil restaurant nearby. The rooms are okay but you can get better ones for the same price. We also stayed at Gran Tierra Suites, which has about the same price range as Sampaguita, and they have nicer rooms. Gran Tierra is near Larsian, Fuente Osmena Circle and the big hospitals in Cebu.

for me Sugbutel is the perfect place for backpackers! The price is reasonable if you do not tend to stay long in the city. Its near to SM Cebu and its accessible to jeeps going downtown. Its near the ports as well if you are going to Bohol, Leyte, Siquijor or Mindanao. Downside of the location is, the street is very dusty and its scary to cross because of the big trucks!
